As an IR standard，Z39.50 is now widely used in foreign libraries．To help libraries in China to provide information service via Z39.50，a total solution to the realization of a Z39.50 server on the Internet is given and thus a Z39.50 server template for libraries is presented．The critical technology to the solution is mainly discussed．An actual system developed shows that the design is feasible．
