There are many Z39.50 servers on the Internet，which are providing on-line bibliographic data service． Current Web browsers do not support access to Z39.50 servers and a Z39.50 client is needed．Since there is little such client available，in this paper，a design of a Z39.50 client is given．Critical technology to the implementation of the client is discussed．An actual system developed shows that the design is feasible．
